Mr.negative would be great, his powers are cool and they work in some good visible effects

In general I feel like "Black Suit Spidey" and "Venom" need to be separate movies. This is part of what Spider-Man 3 got wrong. The scene with Brock finding the symbiote in the church should have been the end of the movie or the post-credits stinger.

He has the most potential for visual spectacle and psychological action
I've been saying this for almost a decade now and it's true. Instead of wasting Venom in the same film and tacking on another useless 30 minutes of runtime, Spider-Man 3 should have went right to credits at the end of the scene of the symbiote taking over Harry.
That camera motion zooming into his mouth would have been the perfect transition to credits.

The villain will just be a plot device for the hero to overcome, and then you won't remember them the next movie.

I think he'd be the perfect "first movie" type of villain. Save the big guns like Green Goblin, Doc Ock, Kraven, or Venom for sequels.

Kraven's Last Hunt is a REALLY good story, and better than pretty much all of Spidey's non-Goblin villain arcs.
