So I've been out of the loop on this. You need a My Nintendo account to use this, right?

When I go to that page there's really nothing to click on to start the process...

Do I need to register through my Wii U or 3DS?

You don't need one to start.

https://accounts.nintendo.com is what you use to sign up for your Nintendo Account. You can tie a NNID, Twitter, or Facebook account to your Nintendo Account too.

MyNintendo (the rewards program/site and not your Nintendo Account) should be coming soon.

Also, without a Nintendo Account you can still link to Facebook and Twitter like normal in Miitomo. You do not need to register through Wii U or 3DS, just the page I linked.

My Nintendo is up now. Nintendo Account is also now available in the 23 countries who are currently not part of the Miitomo-rollout. Unfortunately, even if you sideload the APK, you can't link a Nintendo Account of another country than the 16 getting Miitomo.

Note: For me it says it's incompatible with all my devices when I open the page in my browser. If I go there through the app itself on my phone it only says it's not available in my region.

Well, that's good I guess. I'm so used to my phone not being supported I just assumed it wouldn't cut it for a "cutting edge" app like Miitomo.
