Only thing they can do to salvage the pace killing is turn Joe's eye injury into the match storyline. Have Finn work the eye, nearfalls because Joe can barely see strikes and grapples coming, doc has to keep pausing to clean Joe up and letting Joe recover. Acknowledge it more.

I'm not sure if anyone working in the WWE aside from Chris Jericho is savvy enough to do something like that tbh

Joe getting busted open helped the believability of the match. Joe has looked unstoppable until the injury took the wind out of his sails, and the blood makes the injury obvious for the crowd. He went from murdering Finn to murdering him less effectively to losing momentum and making it pretty even.
