Sorry to break off topic slightly, but based on that sale can anyone recommend either Sins of a Solar Empire OR Gal Civ III? I'm desperate for Stellaris but I need something to scratch the itch for the next couple of weeks. Are either of them any good? How to they compare?
Sins of a Solar Empire is alright. I never played Gal Civ 3 but I hear pretty bad things about it. :/
Your best option is probably to nab up Master of Orion 2 or Sword of the Stars if you REALLY want to play some 4X. Stellaris is only 3 weeks away, after all.

someone should do it in procedural generation. check off what you want the ship to do, how much it can cost, and have a "Mad scientist" slider the bottom to let the game know how freaky it can get.

I think in one of the images or videos there was an "auto-complete best" option if you really don't want to micro-manage at all.
Auto-generate designs and auto-complete ship. I assume those always give you the most efficient ships possible.

This government is a materialistic form of autocracy, where citizens are viewed as little more than cogs in the state machinery. Efficiency and technological progress are valued above all things.

I'd recommend Sins between that choice, however it's not exactly a 4x/grand strategy, it's a sort of hybrid as a RTS but with very, very light 4x elements, like diplomacy is non-existent but for everything it does, like the military conquest aspect is 100% great and I highly recommend Sins. You do expand to other systems, setup infrastructure there etc but the game is mostly centered around battle engagements, it's really awesome building fleets and having battles.
I don't recommend Gal Civ 3, it's in my opinion the worst 4x in recent years. A seriously buggy, unbalanced, and questionable mechanics design. I'd say you'd be way better of picking up the new Master of Orion reboot than GalCiv 3. GalCiv 3 has brought nothing new to the genre, it's actually gone backwards and introduced a lot of tedious aspects, and it's really, really buggy.

The real difficulty for me will be settling on an appropriate species portrait that properly represents my creation.

I think they'll probably add modifiers/bonuses at some point for difficulty options like in Europa Universalis. For example in EU:IV on easy you get a bonus to things like reduced national unrest, war exhaustion, etc. I don't play it on easy or hard, normal is always just right for me.
