Volcanion has only been released in Japan. It will get events for the rest of the world in Autumn/Fall.

Diancie has already had one Wi-Fi and one code event in Europe and NA so it will probably not get another Gen VI event in the west. (Unless the Shiny Diancie event from Japan comes over, but that is unlikely.)

Hoopa has already had two events in Europe so probably won't get another there but has only had one in NA so is reasonably likely to get another one still. If I were to guess there could be a NA event for Hoopa by Wi-Fi at the end of July.

In the EU they are being distributed by code so there will be different distributions for each country. Most haven't started (or been announced) yet but a few have:

Denmark: Gamestop from May 13th until supplies run out.
Finland: Gamestop from May 13th until supplies run out.
Norway: Gamestop from May 13th until supplies run out. Neo Tokyo at Retrospillemessen in Sandefjord, Norway from May 14th until May 15th.
Sweden: Gamestop from May 13th until supplies run out.

Volcanion hasn't been released outside of japan yet, so there's almost certainly an event for him in the future. Diancie and Hoopa have both had two events already, so it may be a while until they appear again.
