Well unless they announce something today, it's starting to look like she got pushed back. Now granted, I would love for Ibuki to be out tomorrow, but I fear that won't be the case with there not being any mention of her release date this close to the end of May.

You can earn all of the DLC characters, stages, & Story Mode costumes using Fight Money that you earn in-game. The Season Pass is just an alternative way of getting the characters if you aren't fond of grinding (plus you get the Battle Outfits for each of the DLC characters & the Air Force Base for free). You don't need the characters to play online, but it would be helpful to learn the match-up.

The SFV season pass gives you all 6 DLC characters plus their premium costumes. However, you can use in-game fight money to purchase these characters (but not the premium costumes) so you don't have to pony up actual cash to use them.
If you were to start completing the available single player content now (story mode, easy difficulty survival, and the trials) you'd likely have around enough FM to buy 4 of the 6 DLC characters (and there's only 2, soon to be 3, available). If you do all the single player content (which is mind-numbingly difficult), you'd have enough to buy 12 DLC characters.
And that's not counting however much Fight Money that the Cinematic Story Mode will give you.
Don't worry, if it does not release you will have yet another thing to happily shit on this game for like most of your posts or else it will release Tuesday on the update day and you will have to go back to just harping on the same old same old until something else happens.

Right, I wanted to make it clear this is what it would take if you started playing the game today because they have the bonus of being able to use the two DLC characters that are currently available as a "free trial" to do their respective content and earn more FM. Anyone should be able to complete all the Character Stories and Easy Survival so you could get a lot of FM just doing that.
I also forgot the tutorials add FM which 1) is just reading and 2) you can quit after you start each tutorial, bypassing reading and getting FM. That process takes around 10 minutes at most.

Good to see we gonna get a new stage to select.
Let's get one thing straight. I don't want to hate Street Fighter 5. But I'll be damned if I can't find another game as badly mismanaged as this one this generation. It's the most disappointing game of the year, and it's not even close at this point. Capcom is like Secretariat at the Belmont with this right now.

Well most complaints are not on the game, but how poorly it is being handled by the people in charge of it. This is still poor handling of SFV no matter how good or bad you think the game is.
If the content is scheduled for this week. Then mention it in some capacity. Give an exact date, there's only 2 days left out of this month. No one knows because Capcom is not communicating properly with the community.
It makes more sense to me that if Ibuki were delayed to June that they would state that somewhere in the blog post. Otherwise, they don't have to say anything because they already stated there would be a DLC character in May.

It's not what I would call classy. Despite thinking it's a very cool design I find the holes to be absurd sexualization.
You said that the character was badass not the outfit. The first art (among others) show that she is primarily supposed to be a playful/cute character rather than a badass one.

But my concern with this is that it's so close to the end of the month that Capcom should mention it if she was coming tomorrow. Had this been two weeks ago or even last week, I probably wouldn't think twice about it. But again, the fact that we're so close to the end of May without any mention of a release date does raise some concerns.

Ninjas portrayals in popular culture are pooling from long running existing ninja tropes and this includes Naruto. If it makes us think of Naruto when we see the hand symbols and shut that's fine but I wouldn't say it's inspired or the devs sought out to make Ibuki like a naruto character. They just happen to Borrow from the same tropes, nothing more. It's not like how Necali is clearly a fucking pillar man. Further, Ibuki was designed before Naruto was even a thing.

Yes, it's weird and I don't know what to tell you. However, every month so far people were absolutely sure the DLC character would be delayed into the next month and that didn't happen. And they always get released in the last few days of the month. Nothing is different so far.
I expect we'll get clarification today as long as not everyone at Capcom USA is off for Memorial Day. If we don't, then I'd worry.
What I am concerned is that it seems like we are only getting Ibuki this month. I was at least holding out hope for a RQ fix refinement or the Zenny Shop. The last line of the blog post seems like they're saving everything for June, though. Of course I could reading way too much into it.

Again with this what came first shit! Did you listen to the songs? Listen to the Ibuki trailer and then listen to The Rising Fighting Spirit from Naruto. Ibuki's theme was made to sound like the Naruto song as if to say, "Hey doesn't this remind you of Naruto? Yeah, we love Naruto here too.".

Hopefully that turns out to be the case. Capcom usually pulled through on getting their characters out on time, albeit barely. Here's hoping that remains the case this time with Ibuki.
As for the other fixes, it's entirely possible that they're saving most of it for June with the big Cinematic Story Mode update, but I guess we'll have to wait & see.
I doubt they'd not date her if she was done and ready to go.
And that's where my concerns lie.
