I doubt it. It has already being stated that she will have a pivotal role during this arc (are we really getting a flashback every single episode? Nope). Future Bulma is gone. 😭

I have a question regarding this latest DBS story, but I suppose it's just a general anime question as well.
Why is this specific story (involving copy Vegeta and whatnot) specifically being called a side/filler story? Logically, people would only know this after the fact. But it seems like it's being billed as such. Many shows have filler, but I've seen in anime before were it's specifically stated to be so before it releases. Just seems like a really bad thing to announce since a lot of people will just skip it. I've heard some dudes talking about a certain anime at work and the consensus was "Oh yeah, go ahead and skip 1/3 of the damn show because it doesn't matter at all." Why are these episodes produced at all then? If the answer is "They have to wait for the manga chapters to be released." Then why don't these writers put more effort into meaningful side story that DO contribute to the overall arc?

The events have no impact or lasting effect on the plot at all. If you remove the Superhuman Water saga from Super, nothing is lost or gained in the narrative. The overall story stays the same.
I think this episodes are just breathing room so that the team can focus their effort on the big stuff like animating Hit vs Goku, that was worth all the filler
If that is goku blacks hand then those other hand looking things must be the henchmen that Mai can kill with her weapon?

it has all the markings of filler written by the anime team, especially with the asspull ending that wraps everything up nicely and comes out of nowhere.

Super is based on a story outline and designs from Toriyama, but the story outline isn't publicized, so it's usually not possible to know exactly which content comes from Toriyama and what's added by the anime team.
In the case of this 3 episode arc though, everyone is treating it like filler due to the lack of announcements. There was no Toriyama lineart revealed for this last arc, unlike every other one that introduced new designs, and Toriyama also didn't mention it either in the recent interview published with the Super manga (which basically confirmed that Trunks would be returning), or the recent message about the upcoming Trunks' arc, which came before these episodes, but said nothing about them either.
It happens sometimes. Most of the various Lupin III anime are technically filler, not manga adaptations. Aside from the first two episodes, most people seemed to enjoy Gintama's filler episodes too (although there aren't that many compared to other shounen jump anime and the recent season had none).
