Given those numbers, I think it's simply ridiculous to try and force 4k30fps gaming for a niche. Wouldn't it be better for Microsoft and Sony to actually fulfill their promises and deliver "ultra settings" 1080p60 for the largest market?

I wouldn't be surprised to see a few games try out an "inbetween" (based on TVs) resolution like that as a means of AA, then down/up scale to fit the TV screen (depending on the sets native resolution).

Towards the end (year 3) of the Neo/Scorpio Gen, they may figure out how to get 4K gaming in some form. True 4K rendering is going to be hbm2/12+tf hardware though. Scorpio2/neo2 have a chance. Prob not 60frames though even then unless we make some real progress In developing tech.4K60 is obviously not any priority given we don't even get 1080p60 on PS4 itself either.
Scorpio and Neo is not enough to do 4K30 imo.
Not because of just issues with enough performance, but it's just not the right time yet. 4K adoption is picking up, but it's in ~3 years from now where 4K media will really start picking up in sales.
For now delivery of 4K content from anywhere is near zilch. Give it a few years and 4K will be the standard though.
It's even possible we will get sub-4K resolutions with the real next-gen with PS5/Xbox2.5 or whatever, like 1440p or 1600p upscaled to 4K as well, much like 720p was the normal for PS3/360 titles.

I have a feeling you'll be disappointed. Gears 4 hasn't been announced as a Windows 10 game either and I don't expect it to become one now. I think everything announced moving forward will be Xbox/Windows 10 but if it didn't have a legitimate version announced to begin with, I don't see them forcing devs to also build for PC with projects originally announced as an Xbox One game. The reason why, see how Quantam Break turned out?
Gears 4 will come to PC. I think all first party titles going forward will be day/date with Win 10 versions + Cross Play + Cross Save. ^_^ That announcement alone should be fun.

Phil made a comment earlier this year that he doesn't want to look back regarding what's coming to both Xbox and PC.
If DR4 is being made for Xbox One and W10 PC at the same time, like most of Microsoft's other games these days, then the Scorpio version will probably have some additional effects being enabled for the W10 version running at high specs.

Having better effects is a given. But it won't be a showcase tittle. No cross gen(X1, and Scorpio) tittle will ever showcase the full power of the Scorpio. An exclusive will do that. That's what I was getting at, DR4 to my knowledge, is an X1 game that might get ported to the Scorpio down the line. Something like Tomb Raider definitive edition, hardly a showcase of the x1 capabilities.
We are talking about four times the raw GPU power and you just expect a bit of a resolution bump?

I didn't remember the specs for OR and PSVR off the top of my head but that would be a reasonable guess if it runs fine on the Neo. The game i want that the most for is Battlefield 1. The PS4 version will probably ship with Neo Compatibility.

Nah, Bone games will work on Scorpio straight away.
And a config file with adjusted parameters would be perfectly doable for a retail disc to work on both Bone and Scorpio.
To be fair, it's possible the games will have to be recompiled and tweaked, but that's something that would have to be done to the executable, not assets, so it wouldn'tbe a 50 GB patch.
