Not really, Cool down was crazy on them IIRC. That said you could do some amazing stuff with them. Check youtube for high level play.

The first one was decently easy, even without using any abilities. It really only gets difficult when you try to start doing everything without killing anyone or being seen or leaving a trail. Dishonored is all about playing it the way you want, and the first one really accomplished that goal.
