This is definitely part of it, I will admit
I can't tell you how many times I was able to fly away from a certain death , because of the friendly Pharah in the sky.

Pharah isn't Mercy's bae, she's the nice guy (gal) who never gets any but always lends a helping hand.
I still don't get the need for "shared history". Almost every game out there with romantic elements has you creating that romance from the beginning. Plenty of stories are about the point where love starts, often with two strangers finding and falling for each other.
Why is shared history some prerequisite to shipping, especially in a game that offers up very little current story?

Really? Like not ever? I mean, if by "pocket Mercy" you mean a Mercy that only ever heals you, that would suck because arguably that Mercy isn't doing her job. But Pharah/Mercy is a pretty obvious gameplay duo because Pharah's vertical mobility makes it easy for Mercy to get to her (or get out of danger) and Mercy's healing/damage boost makes Pharah more effective and able to loiter for longer in the air without having to hunt down health packs.
But also, um, they're adorable together?

Welcome to every piece of media with attractive characters in the modern age.
I think part of it is because there's so few canonical gay/lesbian relationships in gaming/media that fans turn to making them up for themselves. If that's your orientation, you kind of want it represented in something you love, you know?
And, to be fair, for every Mercy/Pharah image I find, I have to wade through a Mercy/Soldier 76 piece. (Well, maybe not, thanks to a few certain Tumblrs. *shifty grin*)

The suit is just a piece of gear. I don't think it implies anything about her limbs.
