I remember what stopped me playing PUBG was they switched to making you pay real money to open the majority of their lootboxes. It was the grossest thing, especially since they had no other progression system besides getting cool clothes. According to a quick google search though that doesn't seem to be the case here. In Overwatch 2 the skins and other rare things became purchase only.
Eventually they added challenges that reward you with in game currency to get stuff for free.
I think some stuff remains purchase only but lootboxes are back, but you can still earn skins and lootboxes as well as purchase them and get random stuff from them.
I'm guessing the fact that you now have options to buy or earn what you want skirts the gambling aspect that made them do away with them in the first place.

Overwatch 2 removed the loot boxes that everyone hated at the time and replaced them with the standard battle pass and store that every F2P shooter had. People review bombed it for removing the loot boxes.

You can't buy loot boxes still, so the gambling addicts who review bombed it originally are still angry.
Both Overwatch 2 and Destiny 2 were mandates from Bobby Kotick to try to make both games into Call of Duty. Blizzard didn't want to do it, which is why they've gone back to just calling it "Overwatch". Hopefully Bungie does the same thing because the 2 in Destiny 2 is really stupid at this point.
