we don't know final specs of either consoles at this point, but if those numbers hold true, I think people are just implying it might be somewhat difficult for the Scorpio to clearly show how superior the hardware is to everyday consumers because both it and Neo are attached to their original platforms.But... the jump from 1.3 to 6 is a hell of a lot bigger than 1.8 to 4.2, and I think that's the sticking point for anyone making a comparison, how significant of an upgrade is Neo compared to Scorpio.
I'm not entirely sure why people keep bringing up the jump between 4.2 to 6 being less than 1.8 to 4.2, I guess trying to minimize Scorpio's significant jump? but even playing Devi's advocate, the jump from 4.2 to 6 is actually more significant than 1.3 to 1.8, and we all saw how that turned out, and that's without accounting the CPU, the gap may be much bigger than what we know.
Bottom line, the upgrade to Neo is nice, but can we quit downplaying Scorpio?
I don't think anyone is downplaying Scorpio will be the most powerful console when it launches. How much it will matter is the debate, and for a variety of reasons I think that's a pretty interesting one.
