I'm claiming that there won't be *enough* of these people for them to cause a significant dent in a publisher's game sales.
Honestly, how many people do you think are going to skip Red Dead 3 or Cyberpunk 2077 if they happen to play the exact same on OG PS4 and Neo? Enough people for the publishers to panic? I just disagree with that.
I can see both sides, but I think that there is a driver for developers to include an at least competent Neo mode.
Sure they want to minimise costs, but skimping on the Neo mode does introduce risk:
Say you're developing a racing game and you do the absolute minimum Neo mode to get certification. One of your competitors puts a bit more effort in than you, doesn't break the bank, but maybe goes for higher res or better effects.
You lose sales from Neo owners, but say "who cares, there aren't enough of them to make a dent". But your competitor uses Neo screenshots and videos to promote their game. DF and Gaf pore over the extra details, and speculate on what your game might have been if it wasn't for the "lazy devs". Word of mouth, perception.
Some vanilla PS4 owners will buy the Neo-enhanced game because they might be considering an upgrade in the future, because the screenshots look prettier, because the review scores are better, etc.
You can't look at in in isolation; once one developer starts pushing Neo mode it drags the rest along.
