Bald man in Mauville City's cafe for ORAS and somebody in Snowbelle City for XY.
I found him. He is the Ace Trainer in the house to the left of Abomasnow in Snowbelle City. Apparently his entire purpose is just to teach Secret Sword to Keldeo and Relic Song to Melotta. He has been waiting three years to be useful...

Strangely, despite EU material saying it has Mist/RageCandyBar, it has Explosion/Assault Vest like the US one

I got three of my four. Soft resetting isn't as much of a pain since they can just be Hyper Trained in SM.
Well, we still don't know exactly how it works? It could take more time to gather the caps than to SR a legendary...
I've stopped claiming the mons till we know more... I just "stack" them.

September was on purpose, it's the reason why the planned Darkrai newsletter released was instead a universal code event. FWIW, no one got September's newsletter.

Good news! I got myself a Volcanion code.
Bad news! My 3DS can't connect to the internet at my new place.
Good news! I can share my internet connection from my laptop to my 3DS.
Bad news! My laptop can't connect to the internet at my new place, either.
Good news! I can tether my laptop to my phone, and my phone CAN connect to the internet at my new place.
It took about an hour, and I think at one point I had an infinitely recursing tether loop set up be accident, but I got it all to work.
So, once more I have all available pokémon in my pokédex, and once more this will last all of a month and a half.
Edit: If you look closely at Volcanion's tube arms, they have three teeth each when split, but there are four when joined together. Deary me, Game Freak.

I think they've been supposed to limit it to two per person maximum for a while now.
I was also told that I needed a Game membership card to get codes, though my brother says he's been told that before and the rule then disappeared again.
I just hope we get it, with a delivery method being accessible to many. We were screwed over for Hoopa; I don't want to see a repeat for Volcanion.
The waiting game begins.
