Of course it is. It is baked into the heightmap and blended on boundaries.
One thing to bear in mind is that the planets aren't dependent on just the heightmaps for terrain. If they so desire they can make bespoke large objects and blend them into the terrain. Obviously it wouldn't be systemic but in locations of interest there are ways around it.

I'm more interested in the effect on a macro-scale when it comes to CIG's planets (well, mini-planets). ArcCorp is going to look freaking weird from space. No land, just metal fabrications everywhere. Going to need some copious LoDing there. Or perhaps there'll be so much smog that you can't see the buildings at all from above - obvlivating the need for it. =P
It sure does represent a pretty intense technical challenge to make it look right and LOD correctly and smoothly. I really wonder how they will handle it.
It also makes me wonder how they will handle lights in the cities themselves LODing in. Perhaps something like what Just Cause does.

How did you save $40? The package/ship savings are only $20, and not LTI. You could save $10 by using a CCU from a donor hull and turning an existing SH into a donor for a more expensive ship, but that's a far cry from $40.

I play the game just about daily and it simply doesn't have high graphical production values.
Whether you think the graphics are great or suck is independent of the hardware requirements. Low end PCs can't run Elite without looking like absolute ass, especially in VR.
I give up, I'm not even sure what your point is any more. Any game can be demanding in VR or really high resolutions, doesn't mean they look great or are pushing any technical extremes.
