I think they're probably old prototypes and its old artwork, actually. Left Person looks like some male proto-Zarya and the person on the right looks....vaguely Sombra-ish. I mean I know Sombra looks way different now but she's been a concept since before Genji and Hanzo were in the game (her kit used to be she had the daggers/kunai and threw them including a Sonar Dagger and her Ult was Invisibility with burst damage that was basically a one shot)....its cool to speculate anyway.

Michael Chu already confirmed Mercy wasn't a member of Overwatch at age 17 (her rough age at the time of this picture)
So as far as we know, she took a photo with Pharah once 20 years prior to when the game is set. And that's it, beyond weird fan speculations/assumptions - especially ones that assume Mercy (as head of Overwatch's research division, no less) was actually spending her time babysitting or pseudo-parenting Pharah.
