I don't think its so much money as it is the extra work involved.
When you have an actor likeness in a game you have to send it to them for approval- they might say make the boobs smaller, make me taller, etc. Also down the road when you might release the game again- you need to go through that process again.
Likely why we haven't seen Capcom remaster the Onimusha games.

If so, I really hope that Capcom managed to pull a miracle when negotiating with Marvel Entertainment in terms of getting the Fox characters. At least if it was a reboot, they could have (somewhat) side-stepped the complaints about the Marvel side of the roster. Having it named MvC4 will come with some expectations, & I wouldn't want Capcom to get shit for something that was beyond their control.

It's kind of Marvel tradition to have an annoying hard to hit little character... whether it be Rocket or Servebot or Anita. I don't think Rocket will change in size... I could see him just being an assist character this time too.
I mean, Im pumped up for Capcom Cup, been following the season. A possible marvel 3 remake reveal today is good enough to be hyped, although you are right that tomorrow is the big day.

MvC3's art style worked well to cover up how low poly the models were (probably because it was a 3 on 3 Tag Fighter running at 60 fps) but it didn't look great when they did close ups of the characters.
Rocket's now a household name & one of (if not the) the most popular of the Guardians. No way in hell is he just an assist, especially when he was playable in UMvC3.

Stylistically I really liked Marvel 3's look... they just basically turned everything into Viewtiful Joe (which was already a western super-hero parody).
Personally I wouldn't want Marvel 4 to look anything like Street Fighter V... I hope they can push it stylistically more towards how the characters looked in Marvel 3's amazing cinematics.

To be fair, it did some star trek styled shenanigans where the new timeline was in continuity with the old timeline by rewriting it, so yes, it was MK9, the plot just was about raiden using time shenanigans to change the events of MK1 to 3
