I feel like the only characters we can brand as obscure are those from PSX era and back (Not couting PS2-Ps3 poor selling titles like FF street Wise or Dark Void) who haven't had any sort of new release in ages. Even if they had appearances in something like PxZ. Which to be fair is a game aimed at super fans due to how far back they can go.
For example I would consider a lot of the Star Gladiator cast at this point obscure.
Same with the Cyber Bots, and captain commando.
Not counting the veteran status of the characters that did make it into the game such as Jin, CC, and Hayato. But even then I'd say their obscure if you're not a fighting game fan at this point.
For example if June from Star Gladiator was revealed as a new character. That would be pretty damn obscure to most. Even with her recent appearance in PxZ2.
Though that's what I like about the Capcom side. They have enough to balance well known with obscure to keep everyone on their toes.

Yeah, Arthur needs to be in it but Firebrand can be removed despite having an interesting playstyle. I know it's impossible considering all the hoops that need to be jumped through with the MvC series but Capcom should treat it like the Smash Bros. franchise with their representation. Some characters can leave but I want as many obscure franchises repped as possible (and even then I'm mostly talking about GnG, Bionic Commando, Okami, Viewtiful Joe, etc. which aren't so much obscure as there's not much reason to use those inclusions to "promote" those franchises which likely aren't coming back anytime soon).

Obscure to the fans of these games no. If you bought MVC1-3 characters that have appeared aren't going to be obscure to you.
But to everyone else? Yeah I could see the argument for just about anyone really.
Even Arthur could fall into that bill now. Yeah he's a gaming legend, but he also hasn't been very big in a long time. He's no pac-man. If you're pushing for casuals, a lot of the capcom roster is a bit "Who are these guys".
I'm just talking in general here.

Spencer, Arthur, Haggar and Firebrand are the only ones that come to immediate mind. Hsien-Ko, Wesker and Nemesis aren't exactly obscure due to franchise association. Amaterasu is arguable.
Unless I misunderstood what Ryce is actually saying.
