When they're actually together they get on well and when Ana says

I mean they're both in hiding/using secret identities at this point, and 76 is still trying to figure out what all brought down Overwatch.
Technically Mercy is doing the same (Genji letter aside) - she looks to be out on her own doing medical work.
You'd have to double the cast and I don't even want to think about that balancing nightmare.
You could just make evil reflections. Same skills but different characters.

Then until they give some canon story reason for the Canadian stuff, I'm just going to go with my development speculation. i.e., some characters probably started out conceptually as different things, but they didn't want to throw away all of the work they did, so they just repurposed some of it. ¯|_(ツ

Him actually having been a canadian character first and then changing him to brazilian at some point during development makes more sense. With his lack of brazilian lines, brazilian accent, brazilian stereotypes except for the soccer stuff they added in the olympic things (because it was in brazil and because the game came out the same year as the olympics in brazil, hint), him being a parody of deadmau5 (canadian) and having 2 hockey skins, one being the colour of the leafs makes it more plausible that they changed him up at some midway point

Yeah the development theory makes more sense. I hope sometime down the line we do get a Canadian character though.
