I don't think you realize the scope of what you're asking for here.
The situation is unprecedented, but the former president actively undermining the legitimacy of the incoming administration (especially if he didn't have all of the facts) would be a catastrophic precedent for future partisan politics. Trump being an awful president or having a leaky cabinet doesn't change that he was legally elected president. If it's eventually revealed that Trump was the mastermind behind the Russian hacks, then we can have that talk about what the president should have done, but a) I don't think that's going to happen and b) if it did, there's no way Obama knew in time for it to matter.

Did they think Trump would just steam roll the IC under his watch and control them or evidence was neatly covered up and couldn't be proved so it would never come to anything. But then the problem is the fact that Sessions apparently now doesn't remember what he spoke with the Russian ambassador about. Theres just not strong recollection of what was said, one Justice Department official told The Post. So in one case, you have a denial that the campaign was discussed, and now the line is apparently that he doesn't remember talking about specific things like the campaign. It's all very reminiscent of Michael Flynn's statements that he couldn't recall discussing sanctions with the Russian ambassador even though he had.
