They tend to stay away from making big changes to a character a transformation.
The fact that they couldn't even give Bojack his full powered form makes me think it's pretty likely they skip over Grotesque Zamasu until the next game.

That's lame, then. I know people remember his default form more fondly, but if everyone else gets their transformations, why doesn't Zarbon get his disgusting lizard form?
Probably because he looks like a racial caricature. There's a reason that one dub of Kai turned him blue. I'm honestly uncomfortable with it, too; the original Dragon Ball was awful with race, & Popo's definitely a relic of that. It's just that he's too ingrained in the world, & I can't think of an easy way to write around his existence.
Trying to see the Androids in person with her infant despite knowing that they were dangerous. If it wasn't for Future Trunks, Trunks and Bulma would have died.

But I haven't seen much DB so I don't know if that would make it more obviously problematic.
Edit: I just remembered I have come across this conflict before but it was a long time ago. Honestly to me Popo looks so alien/otherworldly that I never think "black guy caricature" when I see him.

Bulma's main character flaw has classically been selfishness. She even states it pretty explicitly when she's escaping from General Blue and the pirate's cave collapses. She wants to leave even though Goku's still in the cave, Krillin suggests they wait, and she responds with something like "the most important thing to me is my own life".
I think Vegeta and Bulma both mellowed out in Super.
