I said this before, what the hell did he expect Goku to do? If he wasnt going to tell anyone about the universe blowing up then he had to make up a lie to get some of them to participate.
I didn't really like that line about 18 not participating after learning the truth. Like really? She was gonna be ok with her family being wiped out? Her and 17 really are twins.............

Not telling them about the stakes is still lying by omission.

As Vados pointed out, Goku did everyone a favor since the universes forced into the Tournament of Power were on the chopping block to be erased. Goku gave at least one universe the chance to save itself.
Tournament yes. Erasing universes, not so much since the Grand Priest said Zen'o often mentioned that they were too many universes. So even if it happened a thousands years from now, those eight universes with the low mortal levels were being chopped.
