How does this work? Why would I change the default outfit on a narrative game?
Eh. Big LiS fan, but I kind of don't want this to exist. Tacked on additions to existing, self-contained stories (especially prequels) tend to feel superfluous at best, and badly fan-ficcy at worst. Still on the fence about whether or not I will even play this.
Since it is a narrative game and games are interactive, it is possible for the player to shape the narrative. By means of dialog choices, and in this case choice of clothes. If you don't like that you should turn to non interactive narrative media.
Why do bad and fan-fic have to go together?
Ashly Burch acted out the character written and directed by the Dontnod. She interpreted that character and developed Chloe's personality. Good acting means finding access to your character. And the art is a product of the work of all the people involved, it's a joint effort.
After the game, she has become an expert on Chloe and has become her voice. So it definitely is interesting to see her further develop her lore. You might or might not be interested in that but it makes a lot of sense for her to take a creative role for the prequel.
In the same way it makes sense to write fan-fiction for games. As players, we also take the role of the characters we play as. The choices offered to us enabling us to shape and develop that character. Writing fan-fiction after the game has ended is just a continuation of that process.
Obviously not everybody has the same capabilities as a writer. Or has had the same chance to develope their writing. But the genre of fan-fiction isn't inherently bad. It's just very obvious about its inspirations and direct in its referentiality. To dislike fan-fiction in a way means to dislike games as narrative media. It means to dislike taking the active part.
It means you'd rather be a pawn that still takes orders from the king than being the true king.

Life is strange episodes just got better and better, until it became shit in the final episode. Can't freaking wait for this and i really liked Chloe so looking forward to this.
I'm definitely going to be in for the Deluxe. The first game was one of the most affecting pieces of media I've ever experienced. If this even touches that, then it's worth $25 to me.

I don't see the issue at all. It reminds me of Renegade/Paragon interrupts in the Mass Effect series.
This "backtalk" could be really cool, if implemented properly.

Ashly Burch just said on Twitter that she isn't voicing Chloe because of the voice actor's strike, for anyone who was wondering.
Ashly Burch tweeted just now that the SAG-AFTRA strike is the reason she isn't playing Chloe in this game.
Definitely a shame, but I see myself buying this anyway. I'd love to know more about Rachel.

I mean voice acting is something that can be done quite late into development.
With the strike over it seems like there could have been time for her to record her lines before the release and get them all finished.

In Life is Strange: Before the Storm protagonist Chloe Price will 'make her mark' on the world by scrawling graffiti, where Life is Strange lead Max Caulfield took polaroid photos.
This was explained by Chris Floyd co-director at Deck Nine Games, the studio working on the three-part Life is Strange prequel. Speaking at a preview event, Floyd said 'The graffiti feature replaces the photography feature from the first game. Max takes photographs, and Chloe makes her mark.' Sometimes you'll get options for what Chloe will write. We saw her scrawl 'SIT AND SPIN' around a circular saw blade.
