Nobody likes taking votes until they're confirmed to pass, because failing a vote is embarrassing. Whether or not McCain votes for it, he's still a Republican, and you don't do your caucus like that.
McCain ain't gonna vote no, he either will vote yes, or not at all because it doesn't go for a vote (unless Murkowski or Connel votes yes, which I doubt).
