1) Make it so you need to own at least 1 non-free game on Steam for new accounts to post on the forums.
2) Ban from forum for at least a year for posts like this.

Will stop new accounts popping up and after a while you have banned them all.

But of course all these companies don't care. Twitter, Google, Valve, it's all the same it seems.
