Doesn't have anything to do with languages.
The ps4 checks your game files when downloading stuff (the thing that takes forever before the download starts) and when it finds something corrupted it downloads everything again.

Always been like this and it happens a ton with every destiny update.

You do know that overnight is daytime for the rest of Europe, right? It is not like the US is the only place people live. Eventually some countries will have some annoying maintenance issues.

This is even more annoying for us in Europe. It's included and gone beyond finishing work and has now strayed well into "kids are in bed" territory.
