The hell? No he doesn't. The vast majority of the other Vampire characters are more straightforward than he is.
Donovan would be a far more interesting VS character with his summons, sword plant shenanigans, and transformation. Way more to work than another high/low or left/right mixup character. Of all the Vampire characters that haven't made it into a crossover or VS game he is easily at the top of the heap as far bringing something different goes.

Also, his various animations right down to the supers are so amazingly cartoony, imagine seeing that in this game.

I answered your question. Doesn't help that all things considered not a lot of people have played TvC. Especially in the more casual outlets since it was only ever on Wii and nothing else. In general a lot of the TvC cast isn't brought up outside the one's that actually made it over like Zero and Frank
I think the last page has been more than enough evidence that he isn't high on people's priority of DS characters they want to see. Even excluding my posts. People want more of the weird and whacky over any gameplay he might provide.

Darkstalker's Ryu is already in the game, we don't need its Ken too. Donovan would be a waste of a slot in terms of playstyle and his visual design frankly isn't very interesting either. I'll take Talbain, Anakaris, Lord Raptor, or Q-Bee if we get another Darkstalker. BB Hood would be cool too, but somehow I doubt modern Marvel would be cool with a sociopathic 12 year old that packs an uzi

I don't care if she's from some weird-ass obscure Japanese-only arcade trivia dating game, she's cool and she was fun as hell in TvC

But she has a cool design and her zoning focused gameplay was a lot of fun and a nice change of pace for a game that is largely focused on rushdown
