That was filler. In fact, all the scene of Hell in Z is filler.
Where is this stated ?

Well, the existence of Hell itself would contradict that reincarnation logic. Is Hell as a place canon?
Shortly before Vegeta sacrifices himself he asks Piccolo what will happen to him, who says that. Because he killed those civilians before.

I always thought Frieza was pleased when Goku got his new transformation mostly because it made him feel better about himself since that was his arch nemesis.
Whats he got to lose?
Take a chance in winning or Lose the tournament and suffer in hell for all eternity?
Goku has to be redeemed for picking frieza for his team. Everyone is still skeptical of him, as they should be.
Frieza hates goku though. His racist ass hates all saiyans.
He was keeping goku alive for a strategic win. Hes always playing chess.
He'll exists in the manga I believe, it's just never shown or really described.

If his team loses, Hell will be wiped away as well. So worst case it makes no difference.
Would suck for his team though if he kills himself halfway in the tournament. I don't see that Freeza thinks he needs to take that risk, rather let Goku do it and figure it out after the tournament.
Nah, he wouldnt do it half way through. Thats not his style. It would be last resort.
But i think it will take frieza AND goku going UI to beat jiren. Frieza already knows one guy with UI isnt enough.
The Hell in Dragon Ball is based largely on Buddha. Namely, you go through a period of suffering to be cleanse before you're reborn.
And Vegeta would go to Hell because of all his past evil deeds, not just him killing those people in the stadium.

I would laugh if Universe 7 makes it through, Goku keeps his end of the bargain, and Frieza (now resurrected) just keeps his promise and leaves Earth forever.

That would just retcon Earth's Dragonball wishes, can't revive somebody twice.
Hm...there are of course many other characters I would like to see, but I totally fine both of them. Ginyu is really interesting.

I just mean i dont think frieza wants goku to get better unless it benefits his own plans. I dont think he was happy to see goku succeed as a rival. But happy to know he has a chance to live because goku has everything to do with his survival.
