KF has a reputation for "cyberbullying", but it is more about making fun of eccentric people ("cows") and archiving their eccentricities. They will go after people who go after their cows, and give them the same treatment. It's sort of like the Prime Directive.
They have also done a ton of good - their documentation led to the arrest and conviction of a really disgusting child molester (Nick Bate, NSFL who he is) and the destruction of the zoosadist ring Kero the Wolf was a part of (also NSFL).

Its a mixture. There are meta groups that actively trash folks to the point of doxxing (Just searching public information right) but they also done a lot good will. Their dualistic nature makes them subject to a clear You love us or you hate us atmosphere.

It depends on the cow they are following. Chris-chan and DSP followers tend to really hate A-logs, especially since Chris has become delusional. Smaller cow followers, like Spoony's, find more humor in antagonistic trolling.

The previous vote happened right after the split. A lot of people were excited then about the fresh new forum that was going to fix all the problems GAF had at the time. My guess is the drop off is from people leaving over the year when they realized the place is the same shithole oldGAF was in combination with the amount of bans.

I was banned from ERA for daring to criticise EA and their well documented history of greed. No doubt they were right to ban me. I mean it was a thread about a game published by EA which specifically mentioned micro-transactions in the linked article. So I can understand why commenting on that was derailing the thread. Their community is pretty toxic and is brigaded by those loonies over in Era. There are definitely some chill folks and the twitch chat is usually pretty nice, but I would stay far away from their Era thread (where some literally compared PeachBeachSplash to pedophilia and Colin Moriarty to being the same as Winestein) and their discord.
Apparently there have been a few times that Jones was asked to weigh in on the situations and the toxic community of ResetEra, but sidestepped the question entirely.

The Admin has posted a decline in voting fron 2017 to 2018. They could state that this is due to a lack of interest but we all know it is more down to the amount of bans they would get if they voted for games they don't agree with.

Most likely the same ones that GAF banned a few years back plus some of the Sony censored ones.
I see VC4 was voted on but I do recall the contraversy there about harrassment which may have played a part in voting for it. (Or lack thereof)
I am more interested in the decline as it isn't something small like 5 or 10%. It was more akin to 40 to 50% down on Votes and anticipation. Even on a busy forum that is very low in turnout.
