I certainly wouldn't agree that was always the goal, but "natural conclusion" may have some truth to it. It does seem inevitable for most rights activist groups to constantly evolve their end-game as soon as they achieve their goals or get close to it. I suppose it makes sense when there are so many people that have devoted their lives and careers to the cause.
