This is true and it's my prediction. If CU match the rumor (Where 9.2 was calculated from) but clocks are higher, we will know. However the clock can only be raised so much before we have overheating problems and a decrease in reliability
You also have to consider the trade-offs though.
Increasing the clock to try to match XSX leads to:
-Increased heat
-Increased power consumption
-Increased fan speed/noise
-Decreased reliability
All that for the sake of making PS5 closer? They might stay at 9.2 and focus on their games + secret sauce talk lol

They were probably expecting Sony to inflate their numbers and come out with a fake TF number like they did with the PS3 lol, so MS basically said, ok, we have 12TF of GPU + 13TF of RT cores for 25TF of compute power overall. Not much room for Sony to fib.

You have a grand total of 12TF for what you'd call regular graphical tasks and then 13TF available for DXR related shenanigans. You cannot tap those 13TF for regular graphical tasks.
