You are confusing Chlorox or household bleach ( sodium hypochlorite - NaClO) with chlorine dioxide (ClO2) which when administered orally in small doses with water (on a drop by drop basis) is an effective killer of anaerobic bacteria, fungi, parasites and viruses through the process of selective oxidation and denaturing.

The key here is selective oxidation.
ClO2 is a respiratory irritant at very low concentrations - high concentrations will burn your skin and eyes. It is a disinfectant because it is a powerful indiscriminate oxidizer, meaning it will damage everything it contacts including healthy tissue. In water it breaks down organic material almost immediately.
