PS4 wasn't region locked. Don't think the 5 will be. Just use the PSN account for the country in which you are based.

I used the option to pay with PayPal. Maybe try that if you can?

Yo stay away from Walmart at all cost! They didn't honour the E3 deals. I had 8 games cancelled on me from them. EB games is always a shit show. Unless I can go in store and purchase. I stay away from them like my life depended on it.
