You will still be able to download the content you already own, thats how it works on PC stores.I can see them shutting down the ps4 online once the ps5 kicks off since you can play PS4 games on the ps5. Still I wonder can you re download your games that you brought if the store is closed?
This is hardly a digital problem, it's simply a business decision. They don't want to spend money to maintain and account for content and keep integrating with legacy entitlement systems. It's not much different from physical stores no longer selling PS3 and Vita games today.
I also think the both of you are assuming that they won't let you download content you already own. Which Sony in the recent past has let you do with other storefronts they've shutdown.

And Microsoft has shown that you can secure an awful lot of games for your online store if you just make it an opt-out instead of an opt-in for publishers.As much as I'm all for "make these games playable elsewhere", I'm assuming the specific store licenses aren't easily transferrable to another piece of hardware or service. Especially in cases where studios have been bought and sold a million times or maybe have even gone out of business.
Even a good faith effort by Sony to get most of these games running on the PS4/PS5 probably wouldn't be able to secure *everything* so something will ultimately be lost.

I'm literally making a list of all the things I want to buy before they kill the PS3 Store - Legend of Dragoon, Persona 3 FES, Parasite Eve 1&2, the Fatal Frame trilogy and Xenogears are just some of them.
Any recommendations? I'm looking for hidden gems, PS1/PS2 classics and games that did weird and original things (think of Tokyo Jungle for instance).

Also, making people pay for online games is also a business decision, it's whether or not they want to eat the costs or not of running the services.
Wouldn't that be expected since the Vita came out 6 years after the PS3?Oddly, who knew Vita's online store would last longer than PS3 by a couple months.
