With Death Stranding releasing 3 months after the date of that tweet it all lines up with some pre-production work on SH if Kojima was indeed involved with it.

Since some people seem confused, just because Hasan/Abandoned have nothing to do with Silent Hill/Kojima/Konami doesn't mean that a new non-Bloober Silent Hill isn't coming.
