Cpu 4 sure, u can always reduce resolution/settings/put on dlss to reduce strain on the gpu but once u are cpu bottlenecked u will be fucked, and hard, depending on what games u prefer there are already games that cant hold stable 60 with ur cpu and it only gonna get worse in 2025.atm i have an rtx 4080 , 32 GB ram , r9 3900x

Sounds like a pretty shitty upgrade to be honest. Even from a 4080 to a 5090 it sounds meh. Especially when you said you're happy with 60fps. Your card is great and will remain so. A 3900x cant give you a locked 60fps in baldur's gate 3, space marine 2, and many more games. It's not a 60fps cpu at all.Well, wait for the 5xxx benchmarks? Its too early to tell atm.
At 4K, the GPU is more relevant. But you don't go above 60, so its trickier

Ever since i got my 144Hz display back then, 60 feels soo bad, everything below 90 is just a slog to me.
About the upgrade, get a new CPU, the 3000 Ryzen are really weak sauce, even back then they weren't the greatest for gaming (had a 3900X myself, upgraded to a 5800X3D and doubled my FPS in many titles like WoW).
Since your on AM4, you could just look for a good deal on a 5700X3D and switch to AM5 when the 10k Ryzen are out or so. At least that's my plan.
