So I want to treat somebody that is not on my Friend list on Steam for Hades. It's on sale super cheap right now ($6.24) for a few more hours and CDKeys is charging the normal price so that's not an option.

Scroll further down. Driffle seems to have the lowest non-Steam storefront pricing. Keep in mind, most of those 3rd party sites also charge a service fee so you'll likely be paying more than what is advertised.

Huh I was about to say just buy it as a gift for them and have it sent to their email but I guess Steam doesn't do that anymore. I haven't gifted a game in maybe a decade though so this might have changed a looong time ago.

Why can't you just gift it? Different region?
Otherwise, If you put it in your cart you have to select "this is a gift" instead of "for my account"

Because the person is not in my friends list and it requires them to be, as I mentioned above.

Well then you're at the whims of authorised sellers or grey market resellers; just because it's on sale on steam doesn't mean other stores will have it on sale as well, they aren't beholden to what steam does since they are their own stores.
Hades also doesn't seem to exist on authorised seller stores, so it doesn't seem like the dev has made keys available to anyone, so who knows where grey market resellers like cdkeys got it from.

Gifting overall is SHIT

On ALL platforms. Steam is best. In my experience

But it should be SUPER NEXT LEVEL easy to gift a game

Steam is wonderful IF they're on your friends list. If not. Fuck em. Also it's not region friendly either. But that goes for everyone
