Depends what you mean by best. But if there would be multiple factors to that then I'd say Horus since he was well rounded.

I think the best choice is Horus. My reasoning is he was great at everything, be it tactics, diplomacy, leadership, etc. While other Primarchs excelled in certain areas more than him, he was more than competent enough in all areas. The fact that the writers had to resort to being stabbed by an evil demonic blade being the impetus of his corruption just goes to show that he really was the best of the best.

Leman Russ and Lion el Johnson are my choices for vastly different reasons.

This is why I picked Horus too. The others all have specialised fields they might be better at but Horus is basically good at everything.
