Listened to a podcast on this. TLDR - LEDs are more powerful and have no regulations, unlike incandescent bulbs.
The Bright's on new vehicles don't even get brighter, they just make the beam go higher for more all over coverage.
Same in Europe, although I think probably half of these fuckers set long tail lights and forgot about it. Alternatively the angle was badly set in the dealership and people don't even know nowadays how to change it.
