He looks damaged, fitting the image of a traveler who has seen a lot in his travels and is affected by the world around him. The actual reasons for why he looks the way he does (Hair, eyes) are explained in the show its self. Also, he is interesting to look at.

That's different from what I am saying, which is that they're so ugly I don't want to watch the show.
A good design is a design that is well-drawn, sensible in its composition and fitting for the setting of the story; a great design is a good design with visual personality, which doesn't mean "an original design" but rather "a design that doesn't get lost in the crowd". Heartcatch's character designs are a fine example of this. They always look "out of place" in the Precure crossover movies for a reason.

Miyazaki literally reuses the same character designs over and over again. If it works, it works.
Well, designs can certainly benefit the narrative; they can add to determined atmosphere or serve as subtle world building in sci-fi or fantasy shows.

Not even that. I look at the designs as something separate, but not, from the character, the writing making the person. The designs serving to tell us even more not just about the world they inhabit, but about them at various moments. Much like the usual sterile room works as an extensions to whichever character's state of mind, I find what they choose to wear at any moment to be just as effective.
It's not something that's really taken advantage of though in anime though, with characters usually being given a one major design, and alternates that do no more than appeal to certain scenarios.
