Shooting on Man of Steel has either already wrapped or is about to. Getting a teaser together for July to be attached to Rises is extremely likely.

I think a teaser at this point is guaranteed to be attached to TDKR, it wouldn't show anything too substantial, just to get the hype train rolling; sort of like the first Batman Begins teaser. That said I wouldn't be surprised if the first full-on trailer was released with The Hobbit in December.
