I modified the Skyrim.ini as you suggested but it didn't work. I can use 'FOV 90' in the console and it will work but the moment I fast travel, it reverts.
It's simply not worth the trouble. I'm actually playing kind of a hardcore style and not using fast travel, and while sometimes it will revert after loading into a building or dungeon, I can just keep setting it via the console as it's pretty easy to do.
I haven't used it myself, but doesn't that enhanced blood mod change the visible blood splatter when your character gets hit? You could try disabling it and check in game if that's affecting the FOV setting in any way.
