I'm not a Sonic expert, but maybe 'open world' is something Sonic needs to make use of his speed gimmick. I recall Sega explaining one issue portraying Sonic's speed in 3d games was the amount of in-game real estate necessary. If there's a big hub world like Burnout Paradic\se, Sonic can have plenty of 'track' to run on. Add shortcuts/areas that are only available via a 'speed tricks,' you might have a winning formula.
On the other hand, an open world Sonic game is exactly the sort of really stupid fan-driven idea like Sonic Adventure 3 that even Sega isn't dumb enough to make, and the whole "engine is like UE4 or FB2" bit just screams faux insider throwing out buzzwords.

Because that wasn't reboot. That was basically Sonic Adventure with a lick of HD paint and a extra special dash of awfulness.
A reboot would mean it wouldn't resemble any of the previous, existing mainline Sonic games whatsoever. That hasn't happened for a long time. Possibly since SA1.
Sonic 06 was originally a reboot at some point if that says anything.

It's too bad, because I love how the Hedgehog Engine makes things look.I'm expecting something along the lines of Sonic Adventure 3, possibly open world, with "real time lighting calculation" as iizuka-san would say, with a brand new engine made for next generation consoles.

I feel like the major problem with new Sonic games is not so much design, but efficiency.
To make a game like Generations, that looks beautiful and is full of all these art assets you'll never see, takes a ton of time. If the rumors are true and it took them four years to make Generations (and they couldn't even get out a Wii version), then packing Sonic games with enough content to keep them from going to used game shelves within the release week is going to be the hard part.
Sonic's worst enemy is that Sonic games don't have enough content to be full-fledged releases, but fans are going to always demand high budgets that are reserved for full-fledged releases.

The better parts of Generations are neither linear nor particularly heavy on boosting. There's unexplored room for growth within that model.
Nintendo would make Sonic shine. But I'd never get to play the games then as I don't buy Nintendo consoles. Hm.
Man, that console has several great games I want, but I won't buy it because...
