I listen to that shit every day. So good.
All the Pokemon in Kanto being the same levels they used to be is the worst thing about GSC and HGSS. Instead of Kanto being a new place you explore and fight through, it's just like returning to the first route in the game but with new trainers. You try to avoid all the wild Pokemon battles because they don't give any meaningful experience and if there are any new Pokemon you just throw an ultra ball at them the first turn and then box them away because they are too low levelled to be of use.
What they should have done was either keep their levelling consistent with where you are in the game so you can actually use them, or go all in and make the trainers and gym levels match the wild Pokemon, take away your existing Pokemon (say there is a problem with the transfer machine in Kanto like there was in the Sevii Islands or something) and give you a new starter so you actually have to catch and train Pokemon.

You'll get the best and worst and you will love it. I assume we are just talking about the first forms.

Best: Charmander
So awesome that I constantly struggled through those first 2 gyms with this guy no matter how brutal it was each time.
Worst: Chimchar
So unexciting, not content with being yet another monkey in the ever growing pile it also ripped off the Char naming.
Water
Best: Piplup
Dare I say it's an adorable penguin, that's reason enough.
Worst: Mudkip
I've always disliked this thing, something about it just rubs me the wrong way.
Grass
Best: Bulbasaur
Treeko and Snivy come close but nostalgia has come through hard to fight them off, Ash's Bulbasaur was the undisputed awesome of his lineup, I assume Primeape bailed as to let Bulbasaur maintain the glory.

I like the evos but this first form always looked underdeveloped, like an unfinished sketch that was used as the final design.
