60fps is more important for circuit racing stuff where you need instantaneous streaming feedback for best lap times. For a game like this, where you're crashing around into stuff and sliding around corners and shit, it really isn't as important, even though it'd be nice.
yeah I agree, in a mainline SIM 60fps is critical. No doubt when newer hardware rolls around 60fps will be much easier to do in a game like this. So long as everything else graphically is on point, 30fps is fine.

game looks good, and it looks a lot more open world than hot pursuit (which in the end was more of a few long roads with a couple junctions here and there and a few shortcuts).
Isn't that Subaru drifting around a bit too much though ? not sure.
Environments are good, but again, palette...too much orange. T10 and playground games need to learn subtlety, these guys really like dramatic sunsets where everything becomes red and gold.
I really hope they work on this for Forza 5; they try so hard to achieve realism and then ruin everything with unrealistic color schemes.
