See, this is exactly what Romney's going for. There's a triple conflation going on here: not paying income tax with being on welfare with voting Dem. Not paying income tax and getting government money are mostly two different things.
Plus there are many categories of getting government money - assistance programs, retirement programs, etc.
The quick and dirty measuring stick I would use for "how many people need government money that's not coming from employment/pensions/programs they paid into earlier" is SNAP - currently about 15% of the population.
Edit: actually, I was surprised to find that Medicaid enrollment is larger at 26.4%. So I will go with that.

First off, the 47% figure is vastly inflated. It requires not including payroll tax, which is a tax on your income and paid as a percent of that income. They're functionally the same; the only reason to separate income tax from payroll tax in this case is to score rhetorical points. The percentage of Americans who pay neither income nor payroll tax is more like 15%.
Second, these people aren't all on welfare and food stamps. 2/3 of that 15% are elderly folks on Social Security. The remaining 1/3 don't earn enough to owe taxes.
Finally, the Dem thing. Obviously, elderly voters vote disproportionately GOP, not Dem. Poor folks likely skew Dem, but it's by no means clear that the total population of non income/payroll tax payers skews either direction.
As a final note, the intent here is also to portray these people as benefitting from the vast Dem-driven welfare state. In fact, the number of nonpayers got big boosts from GOP-driven tax cuts and credits.
The entire thing is a steaming heap of disingenuous nonsense.

So the people that need government assistance just to barely get by? Technically, you can sort of get by as a homeless person living in a shelter or even on the street... lets set the bar there.
Lots of people would not be able to get by without small business loans. Or money for school. My life, for instance, would be quite a mess without the assistance I have received.

I really, really, passionately believe in food stamps. I'm currently on them right now, and if I didn't have them I wouldn't be able to eat. I graduated with my MBA in August, and I'm currently job searching. Haven't had much luck yet. I have one job that pays the rent, but outside of rent it basically can't pay for anything else. The "liberal media bias" idea has been around since long before Palin. And some people just pronounce liberal as "librul" because that's the predominant accent in their region, and these regions are usually poor and rural. So if someone says "yeah, lets get them libruls, right Open Source?", they're 1) insulting poor rural people, and 2) ignoring the arguments that Open Source is making, and just trying to caricature him as some sort of uneducated redneck. It's a cheap and dirty tactic to use.
