The North Dakota "tight" oil is expensive too. The only reason USA and Canadian oil production is up is BECAUSE of the high prices. Romney is touting North American independence but so what? It is the price that matters not where it comes from.
And no one in the white house can do anything about creating lots of cheap oil . . . that is a geological issue not a presidential one.
