Its all explained in previous Halo lore. You can complain that Halo 4 itself doesn't explain it if you want, but its all been explained previously. You may be able to find a lot of the answers you seek in the game's Terminals and Halo Waypoint. The rest lay in the books. Mainly Greg Bear's trilogy, as well as Ghosts of Onyx, Glasslands and Thursday War.
I don't think it's answers he wants or what anyone should be looking for in Halo 4. Now exposition is out there. As said ad nauseam, it's stuff that should be in the game and isn't, but Halo 4's not meaningless or nonsensical to a fault. You can go get that stuff; the issue is it not being in your immediate vicinity. On answers: they said from the start it's the beginning of a new trilogy. As such, H4 is obviously about presenting you with many questions and few answers if any. The sequels are meant to provide answers. They exchange that with the responsibility of setting up the base.
