It's a patch that was made by the developers around the time Sega came down on the game, and it was leaked in October. It doesn't add any new content, but there are a lot of balance changes (like, Abadede is weaker and Elle is stronger).

I just got the .dat file. How do I apply this patch without deleting my save file or whatever? I don't want to risk anything here.

Just replace your old .dat file, it won't affect your save. If you're worried, just back up the old .dat and your .sav files.

Figure out what channel your friend's opponent is using and switch to that channel midmatch for half a second at a key point to kill their signal. If you do it quickly enough it'll just seem like they messed up since the interruption will be extremely brief.

Heh, I remember when I use to play Melee with few tournament-level guys at my university they would always have a spare cube, controllers, and some guy even brought a tv in his bag a couple times.

He was spamming the chat telling the streamer to tell wizard this and that and this and... what he wanted (like how the tournament is run, when it's stream etc..).
He got shut down pretty quick though. Either someone took away his mod power or he got muted. Smash community smart on this one.

Ah, I didn't listen too long, since it's what some were saying from the start.
They haven't done a Smash tournament in six years. He said himself that the idea scares him, as it should. The logistics to do a proper one are going to have them grinding throughout the whole weekend, likely.
I just called it a really good point because I think if they didn't approach running it with a hint of fear of messing it up, it would definitely be a crappy tournament for the Smash heads.
