I dunno about elements but in CS4 you choose file -> import -> video frames into layers -> open your gif. It's a bit messy but you get the hang of it. There are many tutorials on the internets.

I think we will see a Vita mention. I suspect that they're going to try to attach it to the PS4's coat tails to get some momentum going. I think they're going to fully realize (finally) all of the cross-platform PS3-PSP type of stuff they've been on about for so many years.
At the very least, expect the PS Vita to act as a fully functional game and media controller for the PS4. It's going to be their (optional) Wii U tablet. You can quote me on that.
